HHL Architects designed the new headquarters for the Buffalo Division of the New York State Thruway Authority as a representation of vehicular movement. The design represents building roadways that intersect and exchange. The interior space is intended to be flexible and work with the division as it changes over time. The design also utilized the LEED rating system in cooperation with the US Green Building Council.

The building was never realized due to changes in the authority’s allocations of funds but the groups that reviewed, such as the EPA, saw this potential development as an example of a structure that carried beyond the requirements and into what was to be a platinum LEED rating.
